  1. Start by desalting the carne seca: rinse the meat thoroughly, then soak it in cold water for at least 12 hours, changing the water every 3-4 hours.
  2. After desalting, cook the carne seca in a pressure cooker with fresh water for about 45-60 minutes, or in a regular pot until tender; drain and shred the meat.
  3. In a large heavy-bottomed pan or Dutch oven, heat the vegetable oil over medium heat. Add the chopped onion and cook until softened and translucent, about 5-7 minutes.
  4. Add the minced garlic, diced bell pepper, and chopped tomatoes to the pan. Cook for another 5-10 minutes until the vegetables soften slightly.
  5. Stir in the shredded carne seca and uncooked rice, mixing well to combine all ingredients.
  6. Pour in enough hot water or beef broth to cover the rice by about one inch (2.5 cm). Bring to a boil, then reduce heat to low, cover, and simmer for about 15-20 minutes, or until the liquid is absorbed and the rice is cooked.
  7. Once cooked, fluff the rice with a fork. Garnish with fresh chopped parsley before serving.
