  1. Rinse Basmati rice thoroughly until water runs clear, then soak in lukewarm salted water for at least 30 minutes.
  2. Bring a large pot of salted water to a boil, drain the soaked rice, and add it to the boiling water.
  3. Parboil the rice for 5-7 minutes until al dente, drain, and immediately rinse with cold water to stop cooking.
  4. In a separate pot, blanch the fava beans in boiling water for 2-3 minutes, then drain and peel if necessary.
  5. Melt some butter in a large non-stick pot, swirl to coat the bottom, and lay a thin layer of parboiled rice on the bottom for tahdig.
  6. Layer the remaining parboiled rice with chopped fresh dill and fava beans, creating alternating layers; drizzle melted butter and saffron water between layers.
  7. Create a small hole in the center of the rice pile for steam to escape, cover the pot with a kitchen towel-wrapped lid, and cook on low heat for 45-60 minutes.
  8. Once cooked, gently fluff the rice with a fork, being careful not to break the tahdig, and serve immediately.
