- In a large bowl, combine the thinly sliced beef with raw papaya paste, ginger-garlic paste, yogurt, mustard oil, red chili powder, turmeric powder, cumin powder, coriander powder, garam masala, black pepper powder, and salt. Mix thoroughly.
- Add the crushed fried onion, chopped green chilies, lemon juice, and roasted gram flour (sattu) to the mixture. Knead well to ensure all ingredients are evenly distributed.
- Cover the bowl and marinate in the refrigerator for at least 4-6 hours, or preferably overnight, for best flavor and tenderness.
- Preheat a grill or grill pan to medium-high heat. Thread the marinated beef pieces onto skewers, ensuring they are not too tightly packed.
- Grill the kebabs for 3-4 minutes per side, or until beautifully charred and cooked through, basting occasionally with any leftover marinade or oil for extra flavor.
- Serve the Bihari Kebab hot, garnished with fresh cilantro and a squeeze of lime juice, typically alongside paratha, naan, or rice.
