  1. Slice the beef against the grain into thin strips and marinate with a tablespoon of soy sauce, half a tablespoon of cornstarch, and a dash of cooking oil for 15 minutes.
  2. Prepare the sauce by mixing remaining soy sauce, oyster sauce, water, a teaspoon of sugar, and half a tablespoon of cornstarch in a small bowl.
  3. Heat a wok or large skillet over high heat with some cooking oil. Add the marinated beef in a single layer and sear quickly until browned, then remove from the wok.
  4. Add a little more oil to the wok if needed, then sauté minced garlic and ginger until fragrant, about 30 seconds.
  5. Add sliced bell peppers and onion to the wok and stir-fry for 2-3 minutes until slightly tender-crisp.
  6. Return the seared beef to the wok. Pour in the prepared sauce and bring to a simmer, stirring continuously until the sauce thickens.
  7. Stir in the freshly ground black pepper generously, adjust seasoning with salt if desired, then serve immediately.
