  1. Prepare the beef by trimming excess fat and cutting into large, uniform pieces. Rinse the carrots, onion, and celery, then peel and coarsely chop them.
  2. Place the beef in a large pot and cover with fresh cold water. Bring to a boil, then skim off any foam that rises to the surface.
  3. Add the chopped carrots, onion, celery, black peppercorns, and bay leaf to the pot. Season generously with salt.
  4. Reduce the heat to low, cover the pot, and simmer gently for 1.5 to 2 hours, or until the beef is very tender.
