- To prepare the filling, heat a tablespoon of oil in a pan over medium heat. Sauté diced onion, bell pepper, and minced garlic until softened, about 5 minutes.
- Add the ground beef to the pan and cook, breaking it apart with a spoon, until it's browned. Drain any excess fat.
- Stir in the crushed tomatoes, cumin, paprika, Worcestershire sauce, salt, and pepper. Simmer for 10-15 minutes, or until the liquid reduces and the mixture thickens slightly. Set aside to cool.
- For the dough, gradually add warm water to the pre-cooked corn flour in a large bowl, along with a pinch of salt and a drizzle of oil. Mix and knead until a smooth, pliable dough forms. Let it rest for 5 minutes.
- Divide the dough into equal portions (about 2 per serving). Take one portion and flatten it into a disc in your palm. Place a spoonful of the beef filling in the center.
- Carefully close the dough around the filling, sealing it completely, and shape it into a smooth, round ball (bollo). Repeat for the remaining dough and filling.
- Bring a large pot of lightly salted water to a gentle boil. Carefully drop the formed bollos into the boiling water.
- Cook for 15-20 minutes, or until the bollos float to the surface and are cooked through. Remove them with a slotted spoon and keep warm.
- To prepare the sauce, heat a tablespoon of oil in another pan. Sauté diced onion, bell pepper, and garlic until fragrant.
- Add the crushed tomatoes to the pan with a splash of water, cumin, paprika, salt, and pepper. Bring to a simmer and cook for 10-15 minutes, allowing the flavors to meld.
- Serve the hot bollos by placing them on serving plates and generously spooning the rich tomato sauce over them. Garnish with fresh cilantro, if desired.
