  1. To prepare the filling, heat a tablespoon of oil in a pan over medium heat. Sauté diced onion, bell pepper, and minced garlic until softened, about 5 minutes.
  2. Add the ground beef to the pan and cook, breaking it apart with a spoon, until it's browned. Drain any excess fat.
  3. Stir in the crushed tomatoes, cumin, paprika, Worcestershire sauce, salt, and pepper. Simmer for 10-15 minutes, or until the liquid reduces and the mixture thickens slightly. Set aside to cool.
  4. For the dough, gradually add warm water to the pre-cooked corn flour in a large bowl, along with a pinch of salt and a drizzle of oil. Mix and knead until a smooth, pliable dough forms. Let it rest for 5 minutes.
  5. Divide the dough into equal portions (about 2 per serving). Take one portion and flatten it into a disc in your palm. Place a spoonful of the beef filling in the center.
  6. Carefully close the dough around the filling, sealing it completely, and shape it into a smooth, round ball (bollo). Repeat for the remaining dough and filling.
  7. Bring a large pot of lightly salted water to a gentle boil. Carefully drop the formed bollos into the boiling water.
  8. Cook for 15-20 minutes, or until the bollos float to the surface and are cooked through. Remove them with a slotted spoon and keep warm.
  9. To prepare the sauce, heat a tablespoon of oil in another pan. Sauté diced onion, bell pepper, and garlic until fragrant.
  10. Add the crushed tomatoes to the pan with a splash of water, cumin, paprika, salt, and pepper. Bring to a simmer and cook for 10-15 minutes, allowing the flavors to meld.
  11. Serve the hot bollos by placing them on serving plates and generously spooning the rich tomato sauce over them. Garnish with fresh cilantro, if desired.
