  1. Heat olive oil in a large pot or deep skillet over medium heat, then add the diced onion and sauté until it softens and becomes translucent, about 5-7 minutes.
  2. Add the diced green bell pepper and cook for another 3-5 minutes until it starts to soften.
  3. Stir in the tomato paste and cook for 1 minute, stirring constantly, to deepen its flavor.
  4. Add the diced fresh tomatoes, season with salt and pepper, and cook until the tomatoes soften and release their juices, about 5 minutes.
  5. Rinse the bulgur under cold water and drain thoroughly, then add it to the pot and stir well to combine with the vegetables.
  6. Pour in the hot water or vegetable broth, bring to a boil, then reduce the heat to low, cover the pot, and simmer for 15-20 minutes until the bulgur absorbs all the liquid.
  7. Remove the pot from the heat and let it rest, covered, for another 5-10 minutes to allow the bulgur to steam and become fluffy, then fluff with a fork before serving.
