  1. In a large bowl, combine flour, water, and salt. Knead until a smooth, elastic dough forms. Cover and let it rest for 30 minutes.
  2. In another bowl, combine ground lamb, finely chopped onion, salt, and black pepper. Mix well to combine.
  3. Roll out the dough thinly and cut into squares (about 8x8 cm). Place a spoonful of filling in the center of each square. Bring the opposite corners together to form a pouch, then pinch the edges to seal and create a distinctive pleated shape.
  4. Lightly oil the racks of a steamer. Arrange the Manti on the racks, ensuring they don't touch. Steam for 30-40 minutes until cooked through.
