  1. Heat olive oil in a large skillet or Dutch oven over medium-high heat. Add ground beef and cook, breaking it up with a spoon, until browned; drain excess fat.
  2. Add chopped onion, garlic, and green bell pepper to the skillet. Sauté for 5-7 minutes until vegetables are softened.
  3. Stir in tomato paste, diced tomatoes, ground cumin, dried oregano, and bay leaf. Cook for 2 minutes, stirring occasionally.
  4. Add diced potatoes, water, green olives, and raisins. Bring to a simmer, then reduce heat to low, cover, and cook for 20-30 minutes or until potatoes are tender.
  5. Remove bay leaf. Stir in white vinegar for a touch of brightness, then taste and adjust seasoning with salt to your preference. Serve hot, optionally garnished with fresh cilantro.
