  1. Place the fine bulgur in a bowl, cover with boiling water or very hot water, and let it soak for 20-30 minutes until tender and fluffy. Drain any excess water if necessary.
  2. While the bulgur is soaking, finely dice the tomatoes and cucumber. Finely chop the fresh parsley, mint, and green onions.
  3. In a large mixing bowl, combine the soaked bulgur, diced tomatoes, cucumber, chopped parsley, mint, and green onions. Gently fluff the bulgur with a fork to separate the grains.
  4. Whisk together the lemon juice and olive oil in a small bowl. Season with salt and black pepper to taste, then pour the dressing over the salad.
  5. Toss gently to combine all ingredients evenly. For best flavor, cover and chill the bulgur salad in the refrigerator for at least 30 minutes before serving.
