- Rinse the pre-salted herring fillets under cold water to remove excess salt, then pat dry and slice them into 1-inch (2.5 cm) pieces.
- Peel and thinly slice the red onion into rings.
- In a saucepan, combine water, white vinegar, and granulated sugar; bring to a simmer, stirring until the sugar dissolves. Add bay leaves and allspice berries, then remove from heat and let the brine cool completely.
- In a clean jar, alternate layers of sliced herring and red onion rings. Pour the cooled brine over the layers, ensuring the herring is fully submerged.
