  1. Cut the cod fillets into large chunks, season generously with salt and pepper, then set aside.
  2. In a large, heavy-bottomed pot or Dutch oven, heat the olive oil over medium heat. Add the sliced onions and cook until softened and translucent, about 5-7 minutes.
  3. Add the minced garlic and sliced red bell pepper to the pot; cook for another 5 minutes until slightly tender. Stir in the diced tomatoes and cook for 5-7 minutes, breaking them down slightly.
  4. Arrange half of the sliced potatoes evenly over the tomato mixture. Place the seasoned fish chunks on top of the potatoes, then cover with the remaining potato slices.
  5. Pour in the dry white wine (if using) and then the fish broth or water, ensuring most ingredients are submerged. Bring to a gentle boil, then reduce heat, cover, and simmer for 20-25 minutes, or until potatoes are tender and fish is cooked through.
