  1. Marinate the fish: In a bowl, combine lemon juice, half of the minced garlic, half of the Dijon mustard, a pinch of salt, and pepper. Add the fish fillets, ensuring they are well coated; marinate for at least 30 minutes in the refrigerator.
  2. Heat half of the vegetable oil in a large skillet over medium-high heat. Carefully add the marinated fish fillets and fry for 3-4 minutes per side until golden brown and cooked through; remove from skillet and set aside.
  3. In the same skillet, add the remaining vegetable oil and sauté the sliced onions over medium heat. Cook the onions slowly for 20-30 minutes, stirring occasionally, until they are very soft, translucent, and deeply caramelized.
  4. Add the remaining minced garlic, Dijon mustard, bell pepper slices, water (or fish stock), and any leftover marinade to the caramelized onions. Stir well and bring the sauce to a simmer, adjusting seasoning if necessary.
  5. Carefully place the fried fish fillets back into the simmering sauce. Reduce heat to low, cover, and let simmer for another 15-20 minutes, allowing the flavors to meld and the fish to fully absorb the sauce. Serve hot, traditionally with white rice.
