  1. Clean and scale the whole fish, making two diagonal slits on each side; pat it dry and rub a pinch of salt inside and out.
  2. Place a few ginger slices and green onion lengths inside the fish cavity and on top; steam the fish over high heat for 8-10 minutes, or until cooked through.
  3. While the fish is steaming, mix light soy sauce, sesame oil, and sugar in a small bowl to create the sauce.
  4. Once cooked, carefully transfer the fish to a serving platter, discarding the steaming liquid and used ginger/green onions.
  5. Garnish the fish with fresh shredded ginger and green onions, arranging them beautifully over the fish.
  6. Heat the neutral cooking oil in a small saucepan until it just begins to smoke; carefully pour the hot oil evenly over the ginger and green onions on the fish.
  7. Finally, drizzle the prepared soy sauce mixture over the entire fish and serve immediately.
